For me, I always love to try out anything before publishing it on my blogs. So I decided to create a PayPal business account and verify my card. After that, I told a friend of mine to send some funds from his PayPal account which he did. The payment didn’t go through. Below is the screenshot of the transaction.
To further confirm it, I contacted PayPal via email. In less than 5 hours I got a reply. The email read below:

Receiving money is not yet available in Nigeria. This is because of the laws and financial regulations of each country. We want to make sure that once we open certain functions in different countries, we are fully compliant with local and international financial laws to avoid difficulties down the line with our services.
I am glad to inform you that we have already applied for the Receive-Money service to be made available in your country.
Rest assured that we are constantly working to offer the receive money feature for your country. Due to the complexities of global finance, we cannot give a timetable for this possible expansion.
Alternatively, please look for other payment processor to receive your payment outside PayPal. You may try using bank transfers or money orders.
